I rise to support the amendment offered by my friend from Hawaii. The Postal Service is going to need the support of all its employees and managers to turn around its current decline. Postmasters and postal supervisors are a real and important human asset for the Postal Service and we should do what we can to foster productive and constructive collaboration between the Postal Service and the senior employees. The Akaka amendment just clarifies and strengthens existing requirements for consultation, not collective bargaining, for the scheduling of changes and terminations of pay and benefit programs.
