Mr. President, as the remarks from my friend from Massachusetts indicate, there is a broad and shared concern about the quality of education in our country today that is felt by every Member of this Senate. And I think the question is, What do we do about it? Can we go from that concern to making something happen that will improve the future of our children? There is no cure-all here. The way to begin is with a simple, small, but potentially significant idea such as that involved in these education savings accounts. The question is, Will we break out of our own sense that our idea is the only idea that will work and listen to those who have a different idea or get together on common ground to allow 1,000 flowers to blossom, to allow doors to open up, to allow a host of reform ideas across this country to be tried? This is not a bill that comforts the comforted. This is a bill that lightens the burden on the overburdened middle class families of this country who are struggling to enable their children to realize their dream of a better education and therefore a better life ahead of them.
