It was a small step for mankind but a large step for Congress.
The Department of Agriculture I gather is in the final stages and close to issuing a rule on reportable animal disease.
You want to know if there is an infectious disease epidemic beginning to spread in the country.
So there is a really important leadership role for Congress here and, of course, the executive branch.
