Mr. President, we are a Nation at war. It is a war against terrorism. It is a war that is being fought abroad and at home. A day or two ago, this Senate overwhelmingly restored $7 billion to the Department of Defense budget, in part to assist our military in fighting the war against terrorism overseas. At home, we have not adequately funded the homeland side of the war against terrorism. We have not adequately funded the Department of Homeland Security. This amendment would do that: $6.8 billion, $4.4 billion of which would go to first responders. It is outrageous that at this time of conflict, there are police and fire departments all over America that are letting firefighters and police officers go, just when we need those first responders. That is about as foolish as an army laying off soldiers in the middle of the war.
