I must say I feel very strongly--and I speak only for myself and not the Senate Republican leader or the other sponsors of this amendment--that this is a moment in which this body should speak with clarity and eliminate and avoid conditions and qualifications, and to say very clearly that we intend to unilaterally lift the arms embargo so we can supply weapons to the Moslems in Bosnia to allow them to defend themselves. I say that with the understanding that the President will continue to negotiate with our allies, and I hope that our allies will join us. But, most of all, what I want this amendment to do is to provide help for the Bosnian Moslems and put a little bit of fear into the Bosnian Serb aggressors, which they have not had until this time.
