I thank Senator Byrd for his statement. Obviously, I regret that he is not going to support the McCain- Lieberman proposal today. But I appreciate very much this fact: He recognizes that there is a problem here. I don't know how some of our distinguished colleagues can say there is not a problem. The science is there. The facts are there. We see it with our own eyes. We can disagree on what to do about the problem. But Senator Byrd, with his characteristic directness and honesty and sense of history, has recognized that there is a problem. I look forward to working with him in the months ahead to see that we can fashion together a common ground response that will deal with the problem that he quite honestly has recognized. I thank the Senator.
