Maybe history will show me to be an unjustified optimist. I hope 'as soon as possible,' as stated in the law, means that we should have 100 percent scanning sooner than 5 years. I will not have a real sense of that until we get the first 6 month report, or maybe the second. So to me, again, it is the judgment of the committee to not include the House-passed provision, not recommended by the 9/11 Commission, and to give the system time to work.
