Russia became a full member of the World Trade Organization over 3 months ago, and in doing so was bound to pledge to cut tariffs for manufactured imports and open its service sector to foreign competition. In order for American companies to realize these benefits, we must grant permanent normal trade relations, PNTR, to Russia. For this reason the only country that will be disadvantaged if we fail to pass this bill will be our own, and that particularly means our own businesses.…”
