I share his wish that Senators will come to the floor and debate this amendment. This amendment really does, as I indicated earlier today, go to one of the pillars of the bill. It is not just a bill to create a Department of Homeland Security. It is a bill to create a Department of Homeland Security and Combat Terrorism. The strength and structure and authority and accountability of this White House office really will determine, in my view, how effectively we will be able to combat terrorism. This bill deserves the involvement for which the Senator from West Virginia has called.
