“I have said that the budget before us, when it comes to our homeland security, is shortsighted and short- funded. But I wish to go beyond that, so working with my staff we reached out to experts in the various areas that constitute our homeland security in a time of terrorism. This is the result: a comprehensive proposal that would add $8 billion to our homeland security. It is, in fact, what is necessary to protect the American people at a time of terrorism and from natural disasters like Katrina. The money will go to first responders, port security, rail transit security, FEMA, bioterrorism, chemical security, and aviation security, and the Coast Guard.
