I appreciate the comments. Mr. President, I am pleased to report that I just received notice that within the hour the administration put out the Statement of Administration Policy--the so-called SAP--strongly endorsing this legislation, S. 2038, and we appreciate that very much. It is a very strong statement of support for the principles and exactly the kinds of things Senator Collins, Senator Brown, Senator Gillibrand, Senator Tester, and I have been saying. As the President said in his State of the Union speech, if we can get this bill to his desk--and the sooner the better--he will sign it as soon as he possibly can. If there is no one else who wishes to speak at this time, I would suggest the absence of a quorum. The PRESIDING OFFICER. The clerk will call the roll.
