Mr. President, I rise to say that I support the substance of both of the amendments that have been offered. But for reasons that are similar, really, and with the same sense of urgency expressed by my friend and colleague from Arizona and consistent with the position that my friend and partner on this underlying bill, S. 2, the Senator from Iowa, has stated all along, I will oppose these amendments, as I have all other amendments to this bill. Mr. President, we have talked at length about the number of years that people have been working here in Congress to establish the basic principle of accountability. What I have said here earlier in this debate is kind of a reverse version of the Golden Rule, which is that we should do unto ourselves as we have done unto others for lo these many years, and that is to live by the laws that we imposed on the rest of America.
