I believe the colloquy between Senator Warner and Senator Collins is a great argument for the balance we have struck. We leave the line authority over these national intelligence agencies with the Defense Department. Without going into details--because it is classified--thousands of men and women in uniform serve in these agencies. So we want to leave that line authority with the Secretary of Defense but create a reporting authority to the national intelligence director because the NID will oversee the entire intelligence community.
