I need to say that I wouldn't describe it as running up a white flag. Senator Graham, who has constructed this section of the bill which I have supported, felt in the exercise of practicality but also because he feels so strongly about the importance of at least putting in law a requirement--again, exercising the power of Congress. There are some in the Chamber who believe Congress should never tell the President what to do about anything, and if the President wants to create an adviser on counterterrorism he should have the right to do that or not do that.
