It is entirely appropriate that the department responsible for safeguarding the security of this Nation includes an agency which is responsible for protecting its top leaders who, tragically, in this age may be targets of terrorism. Since 1998, when President Clinton issued Presidential Decision Directive 62, the Secret Service has assumed responsibility for planning, coordinating, and implementing security operations at all national special security events. And what is the great fear at such events? Terrorism.”
