He makes a very important point: Of the $19 billion in savings that the Postal Service itself believes will result annually as of 2016, $8.1 billion will come from the reduction in salaries paid because of retirements that are incentivized under this bill. It is common sense that if a worker is thinking about retiring and hears there is such a backlog that they are only going to get half of what they deserve for their pension until the paperwork has cleared, they are probably not going to rush to retire, and, therefore, we are going to save less money.
