“I rise to discuss provisions (Section 906) in the FY 2001 National Defense Authorization Act (S. 2549) aimed at supporting efforts within the Department of Defense to develop a set of operational concepts, sometimes referred to as ``Network Centric Warfare,'' that seek to exploit the power of information and US superiority in information technologies to maintain dominance and improve interoperability on the battlefield. This concept of operations generates increased combat power by networking sensors, decision makers and shooters to achieve shared situational awareness, increased speed of command, higher tempo of synchronized operations, greater lethality, increased survivability, and more efficient support operations. In the words of Vice Admiral Arthur Cebrowski, the President of the Naval War College, ``Network Centric Warfare is an embodiment of the emerging theory of warfare for the Information Age.''”
