I rise today to introduce, together with my colleagues Senator Mary Landrieu and Senator Norm Coleman, the All Students Can Achieve Act. This bill represents a comprehensive bipartisan proposal to strengthen and improve No Child Left Behind, NCLB. We hope that many of the ideas contained in our proposal will be considered by the HELP Committee as it tackles NCLB reauthorization, and we look forward to working with the committee to that end. Over 5 years ago, the President and Congress created a watershed moment in American education when we enacted the No Child Left Behind Act. We worked together across party lines and from both ends of Pennsylvania Avenue to address an ongoing crisis in our public schools, especially schools in minority and low-income communities, where students' reading and math achievement was far below that of peers in better off white communities. Closing these student achievement gaps may be the most important civil rights movement of our time.
