I hope that the spirit of bipartisanship... will guide your Committee's consideration of the deprivation of voting representation in Congress for citizens of our Capital City.

Congress has both the moral obligation and the constitutional authority to pass our D.C. statehood bill.

Its not only a weak basis for judgment, it is unacceptable in our system of law and equity.
