Madam President, a while back we skipped over the McCaskill-Merkley amendment. We were working on a modification. The modification is ready now. The amendment is as follows: (Purpose: To prohibit the closing of a rural post office unless certain conditions are met and to establish a moratorium on the closing of rural post offices) On page 40, line 1, after ``post office'' insert ``and, with respect to a determination to close a post office in a rural area, as defined by the Census Bureau, prior to making the determinations required by paragraph (4)''. On page 42, line 13, after ``subsection'' insert ``and, with respect to a determination to close a post office located in a rural area, as defined by the Census Bureau, a summary of the determinations required under paragraph (4)''.…
