“That is a point that is consistent with the issues that have been raised, both on the Task Force on Terrorism that has been conducted by the gentleman from New Jersey (Mr. Menendez) and others in the caucus, but the concept of commonality of communication and interoperability seem to be two of the most paramount things that we have to accomplish by providing these frontline responders with adequate planning money so that they can, in fact, strategically respond, even though, in many instances, as the gentleman points out is the case in his district and in California, where they are already well prepared in specific areas, but perhaps not to deal with a threat of this nature.”
