“Instead of the $8.9 billion that is appropriated to deal with terrorism, only $300 million makes it outside of the Beltway. That is a very telling statistic. As local officials are quick to point out to us, this is very problematic to them, because what they are concerned most with is that the Federal Government will create a mandate upon them that is unfunded. But certainly when we are calling upon our front-line defenders to go out there and risk their very lives, we have to make sure that these are not unfunded mandates.”
