What we are dealing with here quite frankly is congressional neglect, or better stated, congressional malpractice.

We can't continue to count on luck. We have to make sure that we are taking very specific action.

But we have to make sure that we are providing the funding that is needed, and further investigate technologically.

That is why, of course, we were very much alarmed when this committee voted to cut 80 billion out of funding to the IRS.
