I make a point of order against the consideration of the resolution. The resolution violates clause 9 of rule XXI by waiving that rule against consideration of amendment no. 1 by Mr. McKeon. The SPEAKER pro tempore. The gentleman from Connecticut makes a point of order that the resolution violates clause 9(c) of rule XXI. Under clause 9(c) of rule XXI, the gentleman from Connecticut and the gentleman from Utah each will control 10 minutes of debate on the question of consideration. Following the debate, the Chair will put the question of consideration as follows: ``Will the House now consider the resolution?'' The Chair recognizes the gentleman from Connecticut.
