I thank Ms. Kaptur and greatly appreciate the gentlewoman from Ohio's comments. I yield to the gentleman Pennsylvania (Mr. Cartwright), who also understands and has worked tirelessly as an original cosponsor of this bill to make sure that several of the benefits, more than 14 enhancements to this bill, are now going to be enjoyed by the people of Pennsylvania and all across this Nation.
