What we are dealing with here quite frankly is congressional neglect, or better stated, congressional malpractice.

I think it underscores what Martin Luther King would say is the fierce urgency of now and acting upon this.

People making over $400,000 ought to be paying what people making 35, 50, 75, 100,000 are paying.

But we have to make sure that we are providing the funding that is needed, and further investigate technologically.
