May I just make one last point to really underscore that? Mr. Speaker, I am on the Armed Services Committee, and we are in the midst of moving forward with a 355-ship Navy. If you look at the force architecture that is going to be in that growth, it is almost all concentrated in submarines and carriers. The fact of the matter is that the challenge of waste disposal for our national defense and national security is going to be with us for many, many years. To comment again, the gentleman's proposal is a way for us to deal with that and strengthen our Navy and our national defense.
