the HEROES Act does two things. Number one, again, it requires that the States basically reopen their exchanges for special enrollment period. And, number two, it extends a 100 percent subsidy for COBRA so that, again, people who are losing their benefits along with their layoffs are--in fact, have some continuity of coverage.
