In the spirit of goodness, I ask unanimous consent that the House bring up the Senate amendment to House Joint Resolution 59, the clean CR, and go to conference on a budget so that we would end this idiotic government shutdown and not go on recess later today. The American people expect us to act today. The SPEAKER pro tempore. Under guidelines consistently issued by successive Speakers, as recorded in section 956 of the House Rules and Manual, the Chair is constrained not to entertain the request unless it has been cleared by the bipartisan floor and committee leaderships.
