On March 15, I was unable to be present for a series of votes. Had I been present for rollcall vote 73 on H.R. 803, I would have voted ``yea.'' Had I been present for rollcall vote 74 on H.R. 803, I would have voted ``yea.'' Had I been present for rollcall vote 75 on final passage of H.R. 803, I would have voted ``nay.'' ____________________
