I rise this morning to offer my support for the STOCK Act, a bill that would make it illegal for Members of Congress to trade securities on inside information, a restriction that applies to pretty much everybody else. I'm a proud cosponsor of that act, but only partly proud. I'm, frankly, embarrassed that legislation is necessary to prohibit insider trading by all of us. I urge the Republican leadership to bring that bill to the floor now. Don't make us go through petitions and this and that and the other thing. Let's bring it to the floor now. And I urge the other body, the United States Senate, to move it now. My understanding is that Senators are attaching constitutional amendments and other irrelevant provisions to a bill that should be a ``no-brainer.'' If we can't get this done, we will have earned the scorn of the American people. ____________________
