Well, it signals desperation, frankly. I mean, if Vladimir Putin who believes that he runs the inheritor of the Russian Empire, of the Soviets, is forced to go hat in hand to a country where the GDP per capita is $1,000 per person per year, it's -- the whole thing has a ludicrous field to it.
