I saw the phenomenon that flourished after Hurricane Katrina, and that was charter schools, where regulations were loosened.

I have some very personal experience as far as dealing with students after a disaster in my first years of teaching.

So there is no attempt to promote it further in Puerto Rico or replace the public system with a charter-specific system?
