Our teenage fathers are eligible, just like anybody else. I agree with you. I know a male today who has had two women pregnant at the same time in the hospital and has not been accountable for taking care of either one of them. You are absolutely right. We have to take the parental identification very seriously and in our bill we do. If that mother does not identify the father, she would not be eligible for benefits. That is a very important component. We also penalize States for not improving on our parental identification aspect. In our bill, we have $12 billion over 5 years dedicated toward training and mandatory work, $12 billion, that is on top of the $5.5 billion that we are spending today on jobs and training.
