I think about how incredible a discussion like this must be to so many people, when we talk about Congress having to live under the same laws that the rest of the country has to live under. It seems pretty logical and kind of basic. It is unfortunate that we are having this kind of discussion that we even need to. It is very appropriate that it is happening today, because as the gentleman from New Hampshire points out, the employment policy foundation came out with their 3-year study done by Thomas Reed and Bradley Cameron, and they entitle it, appropriately, 'Above the Law.' And it is incredible to think that the U.S. Congress, in a sense, acts as if it is above the law by simply not having the law apply to itself the same way it applies to people in the private sector and in the executive branch.
