What I am hearing is that you are not saying that these dollars are now going to be in EPA. You are saying basically what is in EPA are for assessments, but not to help developers come in and start to clean up. And what I am hearing you say is that these dollars, therefore, are just being maintained at a constant amount, and that this administration is choosing not to allocate them and spend them. Is that what I am hearing from you?
