this amendment would add $750,000 to an account that has $1.5 million in it. Mrs. Maloney and I both had legislation adding $1.5 million on top of the $1.5 million to the Civil Liberties Board. Mr. Chairman, it is my understanding that the chairman will accept this amendment at 750, and I advise Mrs. Maloney of that fact. What we want to do, Mr. Chairman, is to support a Civil Liberties Board that hopefully over time will do more than it is presently doing. When we give the executive branch more power, we need to have more oversight, more congressional oversight, stronger whistleblower protection. And the 9/11 Commission suggested a strong Civil Liberties Board. I would like to ask the chairman if this is in fact an amendment that he would accept.
