Since last year, we no longer spend our social security trust fund money. We are looking at surpluses of $3 trillion to $4 trillion in the next 10 years. We are taking $2 trillion and paying down debt. Whether we have $1 or $2 trillion left, we want a tax cut, and we want to deal with tax fairness.
