I rise in support of the Faster and Smarter Funding for First Responders Act. In the post-September 11, 2001, world that we live in, it is clear we need a more effective approach to funding our first responders. Terrorists are targeting high-profile targets in our major metropolitan areas, and we must ensure we have the funds they need. The 9/11 Commission, which I strongly supported, recommended we allocate grant funding based on risk, not politics. This bipartisan legislation does just that. It goes where it is most needed. I cannot tell you if my State of Connecticut gains funds or loses funds under this bill, but that cannot be the issue. The question is: Are funds going where we have the greatest risk? And the answer to that question is: Yes. We are following the 9/11 Commission recommendation. It is going where we have the greatest need. H.R. 1544 will distribute first responder grants based on threat, vulnerability, and consequences of a terrorist attack to persons and critical infrastructure sectors throughout the United States. This will allow streamlining terrorism preparedness grants to our first responders who, again, need it most. As chairman of the Subcommittee on National Security, Emerging Threats and International Relations, I know this legislation allocating these resources based on risk is essential to my communities, my State, and our Nation. H.R. 1544 is an important step towards enhancing our Nation's response to terrorist attacks.…
