So it has been since November 20 and the President made it very clear that we would balance the budget using the Congressional Budget Office numbers. And what has happened since then? Has he submitted a budget? Has it been scored by the CBO? And the answer is no. That is really the point that we find ourselves. We have been authors and we have authored since January and we have struggled and debated and made decisions on Medicare and Medicaid; on the school lunch program; yes, on taxes as well. We set out priorities, and now we want the President to tell us what his priorities are. Instead, he has been a critic on the sidelines saying what he does not like, and not an author, and we are asking him to be an author. The challenge we have right now is the Government shutdown. Why is it shut down?
