Child care is an issue that does not have an ideological parent, does not have a partisan parent, if you will. This is an issue of which I believe people all across the country appreciate the importance. The average cost of child care is $4,000 to $10,000 per child. Even families that have decent incomes and have two or three children can appreciate the cost of child care. One can imagine then, when talking about working families who are struggling to keep food on the table, how important this kind of a proposal is for them. The amendment that was adopted expands an existing program--it does not create a new program.
