I commend my colleague from Vermont for his amendment. I would add myself as a cosponsor, but I don't want to get into trouble. I will tell him I am for it and cast my vote when the time comes. He has been a wonderful leader on education issues for many years and cares about it very deeply. He comes from a great tradition in his home State of Vermont where Members of this body have dedicated a good part of their careers to improving the quality of education. I commend him not only for the amendment he has just introduced but also for his tireless efforts over the years.
