The Senator from California has answered her own question by raising it. It takes a remarkable amount of courage. I noted earlier and introduced as part of the Record the article by Tom Friedman because they so clearly made the point, of the courage of these people. I mentioned 11 members of the Supreme Court in Colombia were gunned down in 1985. Literally thousands of people are kidnapped and executed every year; journalists, just by being there and speaking out or saying anything against these narcotraffickers. This is a business that collects $60 billion a year from this country alone. President Pastrana tells me that in Colombia $100 million is used just to bribe local police officers and functionaries who in some cases earn less than $100 or $200 a month to raise their families. Then someone shows up and offers them an envelope of thousands of dollars to turn the other way, look the other way, don't examine the truck.
