“What we will certainly try to do here--and I agree with him--is to see to it that this amendment, the safeguard aspects of it, conform in many ways--exactly, if it is not the case--with the retirement savings accounts since both are parallel ideas. I have instructed my staff to work with the Senator's staff to iron out those details, to check this out thoroughly. Obviously, I think we all agree this is needed to protect the long-term education needs of families, but obviously--and I want to state it very clearly-- it certainly also is our intention to see to it that people are not given an opportunity to avoid their responsibilities when it comes to their financial matters. So we think we can do that pretty effectively. My intention and that of the Senator from Iowa is to see that it is done before this bill goes to the President for his signature.”
