But let me go back a bit, if I may, and try to make clear that my good friend--he is a wonderful friend, and there are very few Members on either side of the aisle whose intelligence I respect more than the Senator from New Hampshire, Mr. Judd Gregg. He is extremely bright, knowledgeable, and cares a lot about these issues. He suggested that my amendment is one of the most intrusive suggestions by the Federal Government in the area of elementary and secondary education in maybe the history of mankind, I guess. He is nodding in the affirmative, so I guess he probably agrees with that statement of mine.
