It seems to me that proceeding with a degree of caution to make sure all the people that we want to benefit will be benefited and those to be excluded will be excluded properly, is not a lot to ask. I urge the proposal of the Senator from Massachusetts be adopted. It seems to me we ought not to be fighting over 24 months. We have agreed to means test. We waited a long time to get to this. Now we should do it intelligently.”
