I want to add, it is unilateral economic sanctions, so it is even more narrow. This does not apply to sanctions across the board but unilateral economic sanctions. If on a national security basis some of the advisors and the President want to impose the sanction, he would be allowed to. Only when we impose unilateral economic sanctions is this tool taken off the table.
