But this is an education proposal. I would like to be able to offer this amendment. I would like to be able to offer communities money that can go to defray special education costs more than a $7 tax break. That is an alternative, a choice, I say to the leader. I should be allowed to offer that choice. It is an education matter. Shouldn't I be allowed to offer this amendment to our colleagues?
