He is gone. He retired. He was not fired. Clearly, the message was quite clear that he had stepped out of line by saying what he thought from a military standpoint--he had a distinguished career of many years in military service--that in order to be successful, that number of troops was necessary. He was, in a sense, penalized, at the very least rhetorically for suggesting as such.
