This amendment deals with special education funding. There is not a Member here who has not met a Governor, a mayor, a county supervisor, or a teacher who has not talked about this issue and the importance of it and the implications to their communities and their States if the Federal Government does not live up to its commitment of 40% full funding. A commitment made almost three decades ago. I offer today a modified version of full funding.
